Completion rates for the service industries

In 2009, Service Skills Australia's Environmental Scan identified a range of issues around the use of completion rates. These concerns were reiterated in the 2010 Environmental Scan.
Industry overall, and the service industries in particular, believe that they have been unfairly disadvantaged by the use of completion rates as a measure of success of industry training.
In response to these issues, SSA has engaged JMA Analytics to undertake a project to determine if the current assumptions about the reasons for non-completions are correct and to mount a case for a more consistent and accurate national measurement system.
As part of the project plan, JMA Analytics has undertaken an initial literature review on the topic of non-completion and the data collection methods used to calculate non-completion rates. Download the literature review.
JMA Analytics has also conducted a series of interviews with key stakeholders identified by SSA on the subject of completions. Download a copy of the report here.
JMA Analytics will work with three RTOs (one public, one private and one enterprise RTO) to review their data collection processes. They will also work closely with NCVER to analyse their current data and consider their data collection methods. Throughout this process, JMA Analytics will be providing regular progress reports to SSA. These reports will be published on this page and available for feedback.

The outcome of this research will be a detailed report, to be published and distributed in March 2011.
