Productivity Places Program
Under the Skilling Australia for the Future initiative, the Commonwealth has funded the Productivity Places Program which will deliver 711,000 training places over 5 years in areas of skills shortage to ensure that Australian workers develop the skills they need. These training places are being delivered in an industry-driven system, ensuring that training is more responsive to the needs of businesses and participants.
Of the places, 392,000 training places will be allocated to existing workers wanting to gain or upgrade their skills, and 319,000 (including 20,000 structural adjustment places) will be allocated to job seekers.
PPP training places are being delivered to Australian workers in the following ways:
The Mainstream PPP
The Australian Government delivered mainstream PPP job seeker training places from April 2008 to 30 June 2009.
The state and territory governments have progressively assumed delivery of mainstream job seeker and existing worker PPP training places through 2009. This is in accordance with the Council of Australian Governments negotiated National Partnership (NP) Agreement for PPP, which was signed by seven state and territory governments.
The delivery of job seeker and existing worker training places by the state and territory governments from 1 July 2009 will incorporate the training commitments identified by the Compact with Young Australians and the Compact with Retrenched Workers.
Sub-Elements of the PPP being administered by the Australian Government
From 1 July 2009, the Australian Government's role in the PPP is to provide direct funding for two sub elements of the PPP and these are:
10,000 Structural Adjustment Places (SAP) to support groups of recently retrenched workers (these places have also been referred to as TPPP); and 18,900 New Enterprise Incentive Scheme (NEIS) training places over 3 years (6300 NEIS places per year).

National Enterprise PPP
Service Skills Australia has been working with Woolworths and Westfield to undertake a National PPP trial.
Enterprise Based PPP
Following the announcement made by The Hon Julia Gillard MP on 5 November, Service Skills Australia (SSA) is asking for expressions of interest for funding for projects under the Enterprise Based Productivity Places Program.
The Enterprise Based Productivity Places Program (EBPPP) is an expansion of the successful National Enterprise Productivity Places Program (PPP) trial conducted through 2008 and 2009. Up to $25 million will be provided to increase skills levels of existing workers from a range of industries, which is consistent with the long term policy intent of PPP.
