Implementation: Using the training packages
Training packages do not provide an off-the-shelf resource ready to be used for training.
Training packages provide a framework and definition of the skills required, but they do not describe how people should be trained, or provide information on delivery and funding.
This gives RTOs greater flexibility in determining the ways in which they will offer training and assessment, and also takes account of different state and territory vocational education systems, which determine funding and registration systems. Information on delivery and funding is part of the implementation process for training packages, and generally takes place at a state/territory level through the relevant state/territory training authorities.
Implementation involves determining details such as:
- Nominal hours for training approval of specific qualifications for funding as Australian Apprenticeships Industrial relations arrangements around Australian Apprenticeships
- All arrangements around RTOs, including scope of registration
- Timelines for transition to new or reviewed training packages
- Arrangements around VET in Schools programs User Choice and other funding arrangements

The Service Skills Network of industry training advisory bodies can also assist RTOs with key questions regarding implementation within each state/territory. Implementation issues are not addressed in training packages, and are generally not managed by Service Skills.
Service Skills Australia can provide help to RTOs in interpreting the training package requirements, locating specific information within the training package, and purchasing the training package or support materials.
